    Ugandans are now twice as poorer as neighboring Kenyans according to the latest World Bank Development Indicators report.


    The detailed statistical report produced annually by the World Bank put Uganda’s income per capita at $670 against Kenya’s $1,290 , Tanzania’s $920 and Rwanda’s $700.

    Per capita income is a country’s Gross Domestic Product (GDP) divided by the population to give an indication of the average earnings per person in a year.

    The percentage population of Ugandans in extreme poverty that is, those living on $1.9 a day currently stands at 33% of the population while globally this figure has fallen to 13 per cent from 37 per cent in 1990.

    Uganda’s overall Gross National Income stood $25.3 billion compared to Kenya’s $58.1 and Tanzania’s $46.4 billion in Tanzania.

    The World Bank report puts Uganda’s life expectancy at 58years and its infant mortality rate (number of cases per 1000) at 38, well higher than Kenya’s 36, Tanzania’s 35 and Rwanda’s 31.

    Uganda’s urban population currently stands at 16% of the total population, while neighboring Kenya, this figure is at 25%.

    While more than 80% of Ugandans are dependent on agriculture, the World Bank report shows that Uganda’s agricultural output stands at 27% of the GDP, compared to Kenya’s 30%, Tanzania’s 31% and Rwanda’s 33%.

    Recently, while meeting the members of the outgoing cabinet, President Yoweri Museveni observed that while the NRM government has not addressed all of Uganda’s challenges, its impact has been greatly felt.

    Museveni said that when the National Resistance Movement (NRM) came into power, Uganda had so many problems but majority have since then been resolved. He added that the next term will be much easier, as Uganda will have started exploring its oil.

    “We have finished the issue of the pipeline and are going to start exploring our oil. By 2019, we shall start earning money from the oil,” he said.

    The President described the outgoing cabinet as a tremendous cabinet and that with their experience, they know where things went wrong and right and it will be easier to move forward.

    “This will go on the records of Uganda that this cabinet, this government was steadfast. Where we are going is becoming easier. They played a historical role of discovering oil in 2006, struggled to bring the oil out of the ground and now we are at the threshold. Will use their experience to go forward,” he said.

    NCPF AND ECONOMIC EMPOWERMENT.

    The National Crime Preventers Forum’s mandate as per it’s partnership with the Uganda Police Force has been to mobilize, sensitize, organize and coordinate crime preventers and their activities. We as an organisation are proud of what we have achieved so far. With 11 million crime preventers and their strong coordination team we are proud to announce that we are the strongest organised massive patriotic movement this country has ever had despite other challenges we face of course.
    However, a massive group like this may not only be maintained by only organization and coordination there is another element that must be added to have a strong cohesive group. Economic empowerment. NCPF has been laying strategies for that. Our crime preventers must be economical empowered as they are keeping their communities safe.
    Different projects have been mobilized.
    1. Catering project. The forum has a contract of supplying, cooking and serving food to police officers across the country. More than 2000 crime preventers are employed as cooks and over 200 crime preventers groups are supplying a variety of food stuffs to the police. This project alone has generated some income to more than 10000 crime preventers.
    2. Construction project. The Uganda Police is partnering with the forum to construct more than 10000 housing units for the police in Kampala Metropolitan area alone. The forum as I am writing is looking for 6000 engineers. These include; carpenters, planners, surveyors, welders, block makers. Actually we have a team of crime preventers at our Naguru site who have started making blocks. If your are an engineer by all means then your welcome to be part of us but you must first be a crime preventer of course.
    3. Workers cooperatives. The forum is helping crime preventers organise themselves in workers cooperatives. This is because as a forum we understand that different professions have different opportunities and therefore these cooperatives are formed according to the professions and expertise. For example we have formed an engineers cooperative already and we have also set up a law firm.
    4. Mwangaza SACCO. This is a national crime preventers SACCO. We currently have a membership of 45000, share capital of close to 400 million and a loan portfolio of close to 200 million. The SACCO is targeting all the 11 million crime preventers by the end of 2018. We are happy to find out that our crime preventers have earned a living from this SACCO.
    It will remain the forum’s priority to fight poverty and contribute to improvement of the economic welfare of our people and the country at large.

    Ugandans and the boxing fraternity this morning woke up to the sad news of the death of Dick Katende, the long-serving national boxing coach, whose body was found lying in a pool of blood in his bathroom at his home in Naguru..

    According to sources, Katende was later this week set to lead the Bombers to the summer Olympics in Rio de Janiero in Brazil.

    Katende is a former national middleweight champion and was appointed a national coach in 1992 replacing Cuban Jimenez Lazaros and served for over a decade. He coached the Bombers’ team that included medallists Fred Muteweta and Jackson Asiku, both of who won gold medals at the 1990 Commonwealth Games in Auckland.
    He also coached Olympic teams in 2000 and 2004. He was summoned again in 2014, leading Mike Ssekabembe and Fazil Juma Kaggwa to bronze medals at the 2014 Commonwealth Games in Glasgow.

    In a coaching career that spanned over 15 years Katende, who started coaching in 1985 aged 26, also coached at clubs like Foods and Beverages, Nytil, Meatpackers and East Coast.

    He joined boxing in 1971 at Kampala City Council (KCC) Boxing Club, and among his international exploits won silverware at the East and Central Africa Championships in Nairobi in 1979 and Gold at the Africa Championships in Zambia in 1981.

    He then embarked on a promising professional career under the legendary Wilfried Sauerland Promotions in Germany, winning all his five bouts between 1982 and 1983.

    Katende’s body is currently at Mulago hospital for post mortem and the burial arrangements will be announced.

    In a related development, another illustrious Ugandan, the former Prime Minister of Bunyoro Kingdom Eng Yafesi Kiiza, is dead.

    General Edward Kalekezi Kayihura, more commonly known as Kale Kayihura, is a Ugandan lawyer, military officer and policeman. He is the Inspector General of Police (IGP) of the Uganda Police Force, the highest rank in that branch of Uganda’s government.

    Background

    Kale Kayihura was born in Kisoro District, on 26 December 1955. He is the son of John Komuluyange Kalekezi, one of the Ugandans who fought for the African Great Lakes nation’s independence, which occurred on 9 October 1962. His father died in an airplane crash in Kiev, Ukraine on 17 August 1960, when Kale Kayihura was only four years old. His mother is Catherine Mukarwamo, first-born child of Nyamihana, a former chief of Nyakabande Village. Nyamihana was also the father of Justice Joseph Mulenga Nyamihana, who served as President of the East African Court of Justice and died on 29 August 2012.

    He attended Gasiza Primary School in Kisoro District. He later transferred to Buhinga Primary School in Kabarole District. He studied at Mutolere Secondary School, in Kisoro District, up to Senior Four, under the care of his maternal grandmother, the late Sofia Nyamihana. His brilliance in school caught the attention of his paternal uncle, the late Frank Gasasira, an accomplished civil servant at the time, who took over responsibility of his education. In 1974, Kale Kayihura was enrolled in St. Mary’s College Kisubi for his Advanced Level education. He studied Drama, History, English Literature and Economics. He did well and was admitted to Makerere University to study for the Bachelor of Laws (LLB) degree He graduated in 1978 and proceeded to the London School of Economics from where he graduated with the degree of Master of Laws (LLM), in 1982, at age 26.

General Kayihura is still an active member of Uganda’s military and was previously the Head of the country’s Revenue Protection Services.

    Private life.

    He is married to Angella Kayihura, a Kenyan of Rwandese descent. She is the granddaughter of Rudahigwa, the last king of pre-independence Rwanda. The Kayihuras are the parents of two children. He is reported to own a mixed farm on 350 acres (140 ha) of land in Kabula, Lyantonde District, on which he owns about 500 goats.

    MOST UGANDAN JUDGES ARE TRUE PRODUCTS OF THE NRMO.

    Most of them coordinate their cheating with the clerks and the so called state prosecutors and you will never understand there sharing rules.

    When you think of a “corrupt” judge, your minds may rush to Justice Vincent Egwang,Justice Batema David or Jusice Isabirye and many others who trades rulings for cash. As far as i know, that obvious sort of corruption is rare.

    Among other things, a dishonest judge can ignore evidence, twist rules and procedures, expunge genuine affidavit/evidence, obstruct the record, retaliate, manufacture facts or ignore others, allow infirm claims or dismiss valid ones, deny admission of evidence prejudicial to the favored party, suborn perjury, mischaracterize pleadings, engage in ex parte communications and misapply the law and our laws are funny that the Judge will always have CAPs, acts and Sections to quote while making their fake rulings.

    When he or she does these things intentionally, (motivation is a separate issue) he commits a crime. Petty or grand, the acts are still crimes. It takes surprisingly little to “steer” a case.

    Judges are fake gods. They enacted “judicial legislation,” i.e., by referring to themselves as “Lords” yet most of them are devils. and they use their “gate keeping” power to protect themselves (from accountability) all the time.

    If you have ever interacted with someone who hustled through the Ugandan courts of law, you will understand that “equity” and “justice” have little to do with the process. Judges can be determined to make things turn out the way they want them to and naturally, prosecutors are always determined to get convictions. In many ways, equity, justice, facts and law, interfere with the process.

    The ONLY recourse that remains now, against a corrupt judge, is to respectfully “request” that the judge evaluate himself for honesty.

    Parliament should find a solution to this because Uganda Law Council is another group of pretenders.

    KASANGATI: BESIGYE PRESS CONFERENCE

    There is a lot of suffering of people being misplaced on land and brutality of people being eveicted as well as other being killed in getting land being vacant. Through a project that has been championed by World Bank of accelerating of land registration, this is an important in our country if land productivity is gained. But accelerating land registration now can be a disaster in our country, The 2nd threat is that which emerged out of Kyankwanzi of amending the land laws for the government to own land whereby they can give out to the claimed capable investors. This could cause a war.

    Land registration is very necessary because land is a tradable commodity and one of the assets on the market, land can lead increased benefits and productivity and if land is registries, it could lead to reduced conflicts however our people have no knowledge and information about land registration and titling processes. Our systems of land management are weak and devolved by corruption. The land which is being target is land from Northern Uganda and Eastern which is owned on customary basis and the traditional land management was destroyed by the war through displacement.

    Unless impunity we face in land acquisition, this process of land registration will instead increase on land grabbing, when Minister Nantaba was handing over office of land, she said there is a mafia behind land grabbing, this is a government minister, and indeed there is a mafia behind land grabbing. Land is the only thing our citizens are remained with and if not handled, our people are going to lose out to remaining with nothing.

    This issues of land hasn’t been partisan to him and he has received challenges over the land because all Ugandans say you have taken out everything but we are remaining with only land and you wont take it away. And am worried with our corrupt parliament which receives bribed on every issue because even before they could sworn, they had already received bribes, what I have seen, if this bill is brough on flour of parliament, it will be passed before the close of the land.

    Like as we did on Mabira forest, Ugandans should defend their land, they can take out everything through bail outs but on land, we have to drawn red line. Take an example of Shimon land, who owns it what has happened ever since it was taken that on investment plans, who owns Naguru land, look at Honorable Muhanga who claimed taking 10BN cash to buy it and claim selling off her cows to buy public land but who possible is it? So lets not fooled and let our citizens be ready to take up the fight for land.

    The following should be made for Ugandans to enjoy the land registration, there should be an intoram, there should be a serious judicial inquiry on land grabbing, there is need to review the legal flame work on land especially on customary ownership, there must be a national sensitization on land laws and land markets and if all these are done, there will no problem to land accelerated registration.
    This is our manifesto and which people voted and we are passing an early warning to anyone who wish to tamper on our land.

    Beti Kamya is a Very Bad Woman

    The police on morning cordoned off Park Yard market along Nakivubo Mews   in the city center as demolition of stalls went on inside the market.

    Traders who had come for their usual business were in the wee hours dumbfounded, finding their workplace cordoned off with iron sheets as police heavily guarded the place.

    Many of them were seen making frantic calls to friends and relatives whereas others stood in disbelief in what looked as the end of the road for them.

    Over 10 police patrol vehicles and 2 trucks full of anti riot policemen are deployed around the former market.


    “By 2 am when I came for work, there was nowhere to pass to access my merchandise. The place had been cordoned off,” says Hadijja Namutebi who deals in household items.

    “It is the end of the road for me because it was the only source of income I had and now all my property is gone.”

    Traders in the market blamed the authorities for not giving them enough time to enable them relocate to another place, saying the 30 days given by the Kampala Minister Beti Kamya was a small period.

    Beti Kamya on   February 7, 2017 gave a 30 day grace period for traders at the Park Yard market to vacate the place saying it belongs to Nakivubo stadium.

    “At least 3 months would be suitable for us. Why then did they vacate us before the given date elapsed,” wondered Elias Kasozi who deals in second had bangs.

    “I had 4 stalls from which I was collecting money for my 6 children. Recently I had injected over Shs 10 million in the business after acquiring a loan from the bank. I am now returning to the starting point.”

    Other traders  cried out to President Museveni to come to their rescue by taking into consideration the interests of the local people other than a few investors.

    These were seen trying to demolish the stalls.

    “How can over 10000 people be evicted because one businessman wants to develop the market? Where is the president to save his electorates,” noted   Hadijja Namutebi.

    “We have now realized the true meaning of the slogan Kisanja Hakuna Mchezo. Let us return to villages because we can no longer afford to live in Kampala.”

    Efforts to reach out for a comment from police proved futile as no one was available for a comment.

    “ I can’t speak to you .Talk to my bosses,” said a one ASP Ssempija who was at the scene.

    The Kampala Metropolitan Police spokesperson Emilian Kayima and his Deputy Paul Kangave were too not available for a comment.

    Police has taken over the market.
    “Paul and I are out of office this week. Please do not bounce at our office, ”Kayima said in a message.

     Lukwago Summons Crisis Meeting

    Meanwhile, Kampala Lord Mayor Erias Lukwago has summoned a crisis council meeting to discuss the way forward for traders in the now demolished Park Yard market   according to Doreen Nyanjura, the KCCA LC5 Woman Councilor for Makerere University.

    “It is a special council sitting summoned by the Lord Mayor to discuss the way forward after the minister issued orders for traders to vacate the market,” Nyanjura told the media in a phone interview.

    “It is high time we dropped diplomacy because the Kampala Minister seems not interested in such a procedure of solving issues amicably. We need to employ other means now”

    Meanwhile, inside the market, some activity of demolishing the stalls is seen going on.

    Stick wielding goons on Monday blocked Kampala Mayor Erias Lukwago and other city leaders from accessing Nakivubo Park Yard market where they had gone to assess the situation following the eviction of vendors and demolition of their stalls by police.
    They (goons) blocked Lukwago from coming out of his car before beating up some of the Kampala Capital City Authority (KCCA) councilors who had accompanied the lord mayor.

    Minister in charge of Kampala, Ms Beti Kamya in a February 7, 2017 directive gave traders at the Park Yard market thirty days to vacate, which should lapse in a week. The minister says the land in contention belongs to the Nakivubo War Memorial Stadium which, she says, agreed to give it up for redevelopment.
    However, police moved in on Monday morning to seal off the market ten days before the deadline.
    In a crisis meeting convened by Mr Lukwago, Kampala capital city authority councilors agreed to visit the market to get first hand information following eviction of vendors.

    According to Lukwago, the authority maintained status quo of eviction in the last council meeting insisting that before eviction, the city leaders had to first intervene in the issue but Beti Kamya disrespected their decision and went ahead to issue a directive which has left many traders stranded.
    When the city leaders accompanied by some MPs who included; Micheal Kabazuguruka (Nakawa), Allan Ssewanya (Makindye west) Moses Kasibante (Rubaga North), visited the market on Monday, police had sealed it off and deployed heavily. The stick wielding goons pounced on the councilors and started beating them up. They were rescued by police which intervened in time.

    When lord mayor Erias Lukwago and other city leaders accompanied by some MPs visited the market, police had sealed it off and deployed heavily.

    The committee gave Muhanga up to Friday to produce a land title but she insisted that she had no title, arguing that it was cancelled by the Supreme Court.
