Bigirimana after embezzling Billions in the prime minister’s office , Museveni re appointed him as PS in the ministry of gender where he has now swindled another 8 million dollars which was part of 11 million dollars youth fund donated to Uganda by the UN to support the youth in starting up environmental friendly projects like agriculture.
